American senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Federal Closure
The impact on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.
Trump's Plan from Golf Course
As Saturday's meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic lawmakers expressed concerned reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Continuing Talks
The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the payments before negotiating the future of the subsidies.
"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts indicated that the core of such a plan would remove the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
